Annual Governance and Accountability Return
The Annual Governance and Accountability Return (AGAR) is the statutory document all parish councils in England must complete each year. It includes a governance statement in which the council confirms it has met its legal obligations, and an accounting statement showing income, expenditure and bank balances. Each year's return must be submitted to an external auditor and made available for public inspection.
