WELCOME BY CHAIRMAN

The Acting Chairman welcomed everyone to the meeting including the Wiltshire Councillor, the local Police liaison and members of the public. He thanked the outgoing Parish Clerk for all her many years of loyal service and welcomed the new clerk, Mrs Debbie Corbett.

PUBLIC QUESTION TIME

Just one question, asking about the progress of the Newsletter, answered by Mrs Susan Birks, the 1st edition is due middle of June all going well.

POLICE REPORT

PCSO Rupinder Kaur and PC Trevor Morgan attended, reporting that there had been some reports regarding dog attacks, on people and other dogs, in Netheravon, Fittleton and Enford that they are keeping an eye on. Also, some reports of Hare Coursing at Enford. They will be attending Cheerful Cuppa on the 11th of June where they have arranged a talk on Scams. The speed watch scheme is going well. They will also be attending Netheravon Church Fete 7th September to hold a cycle marking event. One will also be arranged with the School in the Summer. They are going into the school on the 22nd of May to hold a talk of the dangers of carrying knives.

REPORT BY WILTSHIRE COUNCILLOR

Cllr. Ian Blair-Pilling reported:

  • That the Wiltshire Council is financially sound, and that they have done everything they said they would.
  • They are ploughing more resources into Highways, especially where the potholes are concerned.
  • There is no news concerning Pigott Close planning application.
  • There is a meeting on the 30th May at Antrobus House looking at the recent Living in Wiltshire Survey, and priorities. There will also be celebration of local people and the input they have given.
  • Next Stonehenge Area Board is 13th June (This clashes with the parish meeting representatives from the Newsletter to attend)

ELECTION OF CHAIRMAN 

It was RESOLVED that Cllr. Richie Ayling be elected as Chairman of Netheravon Parish Council for the year 2024/25

DECLARATION OF ACCEPTANCE OF OFFICE

The Chairman will sign the Declaration of Acceptance of Office at a later date

ELECTION OF VICE-CHAIRMAN

It was RESOLVED that Cllr. David Burke be elected as Vice-Chairman of Netheravon Parish Council for the year 2024/25

CO-OPTION OF NEW COUNCILLOR

The Acting Chairman welcomed the new councillor Stephen O’Grady and he signed the Declaration of Acceptance of Office.

MINUTES

It was RESOLVED that the minutes of the meeting held on 11h April 2024 be accepted as a true record.

ELECTION OF COMMITTEES AND REPRESENTATIVE ON OTHER GROUPS

It was RESOLVED that Councillors should be elected on to the Committees as specified in the Attached Annex A Cllr McBride is now the School Liaison an Cllr O’Grady has joined the allotment committee.

FINANCE 

a. Authorisation of Cheques

The Clerk reported that the Internal Auditor has only just handed back last year’s accounts and the current cheque book so she has not been able to do up to date accounts.   Two months accounts will be published for next meeting.

b. Bank Reconciliation

An up to date Bank Reconciliation will be published at the next meeting.

c.  Approval of Annual Governance Statement

The Council approved each question on the Annual Governance Statement.

d.  Approval of Accounts 2023/24

It was RESOLVED that the accounts for the year 2023/24 be approved.

PROPOSAL TO ADOPT THE POWER OF GENERAL COMPETENCE FOR THE YEAR 2024/2025

This Power enables the Parish Council to spend their money on things which they would not normally have the power to do, this will last for a year. Completed for this year, the new clerk needs to get a certificate in local council administration, hoped this can be completed in the autumn.

It is also dependant on whether two/thirds of Councillors are elected.

It was RESOLVED to adopt the Power of General Competence for the year 2024/5

COMMITTEE REPORTS

 

1 .   Planning

Still awaiting decision on Piggot Close new build.
Objection lodged against tree removal in Willow Way, now with Wiltshire Council to make a decision, expected 26th May.

2 .   Flooding and Adverse Weather

Nothing to report.

3 .    Highways (Parish Steward)

Road surface failing in a lot of places.

4 .    Highways (CSW)

Had 4 meetings on site, some are taking notice of the new speed restriction. We would benefit from having our own camera, Cllr Mackay to ask Cllr Wright if we can borrow Durrington’s camera. More volunteers needed.

5 . Cemetery/Enhancement/Netheravon in Bloom

Hanging baskets ordered and will be arriving in June. Local neighbours to be approached for watering duties.

6 .  Recreation

The question was asked about Old School Play Park, unfortunately it was after Cllr Blair-Piling had left the meeting, will chase response.

7 .   Allotments

The large allotment has been let. Clerk has written to MOD to get some work completed on the trees adjacent to the allotment.

REPORT FROM REPRESENTATIVES OF OTHER GROUPS

 

a .    Phoenix Hall

Bookings are going well and 33% up from last year, new Electric tariff has been agreed. Issue with theft of some items, steps being taken to stop it. Breast Screening unit w

b.  Stonehenge Area Board

Next meeting clashes with Parish Council meeting, (Representatives from the Newsletter will attend)

c.    Jubilee Committee

No meetings currently, it was agreed to ask for funding for a First Aid kit to be kept with the generators and used for village events.

d.    School

Last school council meeting was on School safety, all staff are First Aid trained, cycle proficiency has been carried out too.

e.    Newsletter

Mrs Susan Birks gave the meeting an update on the progress of the Newsletter with the first copy being distributed in June. Someone needs to co-ordinate the distribution and more volunteers are needed. (Post meeting note Cllr Perry and Parish Clerk coordinating distribution and posters asking for more volunteers)

REPORT BY THE CLERK

It is planned for the Court Farm Road sign to be refurbished; Cllr Perry agreed to see how he can help tidy it up. Clerk needs to order a Letter D as it is missing, and Signs in Motion will be able to help. Then it will have another sign put below it which will be Platinum Jubilee Walk.

CORRESPONDENCE RECEIVED

Police Report, all councillors received it by email.
All correspondence has been forwarded by email to councillors.

LIBRARY AND WAR MEMORIAL STATEMENT

The Chairman reminded the Council that the Library or Reading Room belongs to the village with the Vicar and two Churchwardens being the Trustees.

The Chairman reminded the Council that the War memorial belongs to the Parish Council. The land is leased from the MOD on a 999-year lease. We will write to the NPCC to ask for views on transferring the trustees from the church to the Parish Council.

GENERAL PARISH MATTERS

Thorne Road/ Mill Road are still an issue with road subsidence, it was agreed that more residents should report it directly on MyWilts online reporting on the Wiltshire Council website.

Old School Playground – We need to ask Cllr Blair- Piling to give us an update and chase progress.
