PUBLIC QUESTION TIME
A member of the public asked the Council for their view on the MOD’s plan on putting Orchard Farm with the old coal yard up for auction by the MOD. We do not currently have a development plan and whilst the area is currently within the permitted area, the field behind it is outside of the development area.
There were various discussions around land being a Site of Scientific Interest, Tree preservation orders and Assets of community value. The Auction will be held at the beginning of June. It was agreed that a working party come together soon and decide the best way forward.
REPORT BY WILTSHIRE COUNCILLOR
There will be a full Wiltshire Council meeting Tuesday 19th May.
Ian is putting forward 3 motions
A303 to Highways, what is being done about the problems caused when the A303 is busy and traffic is diverted through our small villages now that the Tunnel has been scrapped.
Local Highways Footpaths Investment Group (LHFIG) – The funding has been cut by 50%, motion to bring it back.
Information Sharing – Information from the Council is not coming through the Area boards, which means that Parish Councils are not being kept upto date on changes.
From June it is likely that Ian Blair-Pilling will not be standing as Chair on the LHFIG or the Stonehenge Area Board.
POLICE REPORT
Received after the meeting – Reports of items taken from garage at Harefield Crescent, fishing items from Lower Road and Anti-Social behavior at the Church and Corfe Jump Park. Hopefully the last two dealt with now.

Cllr Burke was nominated for Chairman by Cllr Coslett, proposed by Cllr Coslett and Seconded by Cllr Perry, unanimously voted in.

It was RESOLVED that the minutes of the meeting held on 2nd April 2026 be accepted as a true record.

FINANCE
a. Bank Reconciliation -The bank reconciliation was passed out to councillors before the meeting. All at zero.
b. Approval of Annual Governance Statement- chair read out the report from the Internal Auditor and read out the statements of the Annual Governance statement
c. Approval of Accounts 25-26- As per the internal audit, all fine. Proposed by Cllr Coslett and seconded by Cllr S Perry
d. Approve expenditure for insurance quote – All agreed, as cost hadn’t gone up very much.
e. Approval of payment for Booking Clerk Phoenix Hall – All agreed
f. Newsletter Donation – It was agreed to give a £500 donation to the newsletter
g. Clerk Wages – All agreed to increase wages one salary point and bring into line NALC pay as the Clerk has 2 years in the job now

COMMITTEE REPORTS
1 . Planning
Since the last Parish Council meeting there have been 3 items for the planning committee to attend to.
PL-2026- 02897 Tree works in Millennium Park. NPC approves the application as these are works to 2 old willow and 1 plum tree in need of remedial work, and removal.
PL-2026-02857 – Netheravon House – Building of a new hard surface tennis court on site of an old grass court within their curtilage. NPC is minded to approve the plans as submitted.
PL-2026-02818 – 6 the stables – installation of fixed air con unit in a listed building. NPC has no objections if the work is carried out exactly as per the plans submitted.
2 . Flooding and Adverse Weather
All ok at the moment
3 . Highways (Parish Steward)
Nothing to report.
4 . Highways
The High Street will be closed for 2 days, 26th and 27th May. Residents should be able to get access to their properties. The bent Lamppost at the school has been taken down. Highways are going to chase the MOD again regarding making the bus stop bigger and more set back at Harefield Crescent.
5 . Cemetery /enhancement /Netheravon in bloom
Clerk to reiterate a request for volunteers to plant the tubs again especially the one in Hales Road and also to water the hanging baskets in the High St. volunteers can contact the Clerk to the Parish Council on Clerk@Netheravonparishcouncil.co.uk or 07519 503377. Clerk to purchase hanging baskets for the High Street.
6 . Recreation
Old School Close – Landscape and fence work will begin on the 4th June, the benches are currently being sanded and varnished, ready to hopefully ready for the same time. The rocker springs have been purchased and will be next to be refurbished. The trim trail has finally been repaired in Millenium Park and the nest swing has been a great success. The slide would cost £2400 to replace, the Handyman is going to have a go at repairing it to see if that will work at a fraction of the price.
7 . Allotments
Water issue at the Dog and Gun sorted by RGV, new combination padlock put in at the Pigot Road site to make it easier going forward.
8 . Community Allotment and Community Larder
All ok Handyman has strimmed around the fruit trees, it has been reported back that we only lost one of the 25 fruit trees that were planted last year.

REPORT FROM REPRESENTATIVES OF OTHER GROUPS
a . Phoenix Hall
CHAIR PERSON REPORT FOR PHOENIX HALL MAY 2026
Finances show a current bank balance of £1749.76
Total bookings for this year are £14522.00 after only one month
We are up on last year by £519.00.
Looking ahead
The hall now has bookings for most days and as always’ we are grateful for the support of our regular hirers.
We continue to advertise in our village’s local newsletter.
b. Jubilee Committee
Meeting held and agreed to support the Church with more time before the event next year.
c. Stonehenge Area Board
Next meeting is on the 11th June, the same day as our next meeting. The next Safer Communities meeting is on 8th June at 1730-1900 Cllr Perry and Clerk to attend
d. All Saints School Liaison
Nothing to report
e. Newsletter
Already discussed and donation agreed
f. Netheravon Speedwatch Group
Sharing the camera with Enford now, Cllr Wright said to give him a call and they could come to an agreement with sharing with Durrington’s too. He also said to contact the police if another camera is needed.

Asset List has been updated to include Old School Close Park
Concrete Gravel board broken in village Hall, someone has put the broken one back, it was agreed to leave it for now.

CORRESPONDENCE RECEIVED
Complaint received about anti-social behavior at the Jump Park, read out and response. See Police Report
Letter from Church stating that the church is now open again and it is hoped that there will be no more incidents of anti-social behavior.
A board for a business to be brought in daily – no objections

LIBRARY AND WAR MEMORIAL STATEMENT
The Library or Reading Room belongs to the village with the Vicar and two Churchwardens being the Trustees. The War memorial belongs to the Parish Council. The land is leased from the MOD on a 999-year lease.
It was agreed that this should be transferred to the Chair and Vice Chairman of the Council. It was thought that this had been agreed before, Clerk to look back at notes

Councillor asked if we could send a letter of support to the head of Wiltshire Council regarding fire station closures
