WELCOME BY CHAIRMAN OF THE COUNCIL
Cllr Burke welcomed everyone to the meeting, and thanked Cllr Perry for standing in for him last month. He also thanked the people looking after the village tubs and hanging baskets, they are looking lovely.
REPORT BY WILTSHIRE COUNCILLOR
Was not present and no report given. (Apologies were sent post meeting)
POLICE REPORT
Received before the meeting and sent out to everyone. Not very much on Netheravon.
PUBLIC QUESTION TIME
Chairman welcomed Paul Cleary from Wessex Internet who had come to talk to us about the full fibre broadband (FTTP) network coming to our village.
He said they are a Dorset company and working with the Government-funded 'Project Gigabit' to ensure everyone has access to full fibre broadband. Their Project Gigabit South Wiltshire contract runs between 2024 -2029. He asked people what their speed was, and most people said 75 megabits. He said theirs start at 100Mbps and go up to 900Mbps, depending what packages people want. You would have an 18-month contract, routers etc. will be part of the package.
The timeline is starting in spring of 2027, there would be 2-3 months build time and be done by this time next year. The project covers 600 homes and businesses between Netheravon and Haxton.
There will be some disruption, and some roads may need to be dug up, but There will be a resident’s meeting before hand, with a presentation to make sure everyone is aware, with plenty of time for questions.
A MOP asked if there will be a delay to Open Reach installing theirs. Paul replied that their build will be totally independent of whatever Openreach will be planning. They are rolling this out to over 18,000 properties in South Wiltshire and have just started in Shipton Bellinger.

A member of the public raised an issue where there were 4 different words in our code of conduct and our planning policy. Cllr Burke asked him to put his concerns in writing, and it will be discussed at the next meeting

It was RESOLVED that the minutes of the Council Meeting on the 11th June be accepted as a true record, proposed and seconded.

a. Bank Reconciliation
The bank reconciliation was given out, before the meeting.
b. Netheravon Past and village soldiers website Invoice
Verification of spend left over from last meeting. Explore Fittleton & Haxton contributing next year – Ask Clerk to ask Jo Berrington if she can do a more economical link on the main village website
c. Public Rights

COMMITTEE REPORTS
1 . Planning
Since the last Parish Council meeting there has been 1 item for the planning committee to attend to.
PL-2026- 03865 Netheravon House – new building. NPC approves the application with condition. This is a large development designed for use as storage for horticultural and domestic machinery and equipment. NPC is concerned that this does not develop further in to living accommodation in future years.
2 . Flooding and Adverse Weather
Smoke in the village from fires- written to Wiltshire Councillor, who passed it on to get a response from the council and also the army. Response was published on social media. Other fires in local fields have also been put out by the fire brigade.
3 . Highways and Parish Steward
Complaints received regarding foliage from the hedges taking over the footpath, from the Dog and Gun along the A345 passed the Caravan site. Councillor asked to liaise with Parish Steward.
Handyman and a local resident will sort out Mill Road by the brewery, by installing scaffolding poles to stop someone falling in the ditch, trees were removed but no one wants to repair the hole left. Council agreed to have it done and put a maximum on price for it.
4 . Cemetery/Enhancement/Netheravon in Bloom
Cemetery has been cut by the landscape contractor and is looking good. A date has been set in the next couple of weeks for the judging of the allotments and lovely tubs.
5 . Recreation
Millennium - Grass has been cut and clerk sorted out sn issue with the churchyard car park.
Old School Close Park – Rockers and benches in. struggling with grass, may need to buy grass seed in time. Tap installed, and resident watering daily for us. Offer from another resident to cut the grass when needed – make him part of the group, need to source a lawnmower?

6 . Allotments
Question raised about use of hose pipe in this hot weather on the allotments. Council agreed it should be allowed.
7 . Community Allotment and Community Larder
Community allotment looking very good, with Safe Haven helping the current volunteers, more needed though. The Community larder is benefitting from produce grown at the Community allotment.
8 . Rights of Way
Overgrown at the bottom of Corfe by the kissing gate and Wilton Cart Truck – Councillor to ask farmer if they can help.
Overgrown on the river walk between Haxton and Choulston Farm – asked MOD, and Landmarc have cleared it.
9 . REPORT FROM REPRESENTATIVES OF OTHER GROUPS
a . Phoenix Hall
CHAIR PERSON REPORT FOR PHOENIX HALL JULY 2026
Finances show a current bank balance of £2854.22
Total bookings for this year are £13734.34 after only 3 months
We are up on last year by £197.00
Maintenance and Improvements
The main door has been repaired.
We are arranging a working party to carry out the work on the patio.
Looking ahead
Due to ill health the monthly pop-up market and bingo have decided to now only have 2 bookings per year instead of 10 which will affect our turnover.
The committee are looking for more volunteers to join us as we may lose our treasurer at any time.
The hall now has bookings for most days and as always’ we are grateful for the support of our regular hirers.
We continue to advertise in our village’s local newsletter.
b. Jubilee Committee
Nothing new to report.
c. Stonehenge Area Board
Security Meeting attended by Cllr P Perry and Clerk, this is the new way of the police keeping in touch with the parish councils due to their resources being stretched. Concentrating on anti-social behavior, hare coursing and theft.
d. All Saints School Liaison
Cllr Bridewell away so nothing to report.
e. Netheravon Speed Watch Group
Still need more volunteers, the team have been out recently and did clock someone driving over 52mph. Enford will be starting their speed watch again soon, as have a new leader. We will look at moving the Speed impact device (SiD) further North towards Mill Road and this will be with LHFIG
f. Newsletter
Newsletter is going well with donations coming in monthly which is appreciated. Cheerful Cuppa had a fundraiser recently and will be donating money too. Old newsletters still at RGV awaiting scanning.

REPORT BY CLERK
Attended LHFIG –Harefield Crescent Bus stop improvement still with MOD – told meeting that Megan Lait from DIO has now gone on maternity leave, gave them the new contact, Aislyn Graff.
Good evening of inter council skittles, Durrington remained holders of the cup, Netheravon got the wooden spoon, more practice needed!
Concrete posts removed from the village hall can be sold for 4ft or 5 ft fence panels. Clerk to advertise in newsletter and on Facebook.

CORRESPONDENCE RECEIVED
Fittleton Haxton booking clerk donation – Cllr Burke to call a meeting with Chair of Fittleton & Haxton councils and Clerks to discuss this and some other areas.
Furnies Coffee shop signs – Request from coffee shop owner to put up signs on the main road – discussed but agreed it is something for Highways at Wiltshire Council needed to agree. Clerk to email owner back.
Emails regarding Bins up at the stables- (given them Hurdcotts details), plus wasps nest, sorted now .
Letter from Wessex Internet – Faster Broadband, visitor see above
Bus strategy – Clerk attended a meeting about the new bus strategy and contract. She raised the bent bus stop at the school being removed and not replaced, the lack of stop at the School of Infantry, and also the Harefield Crescent lack of progress with the MOD. The Team have 600 request’s and the new contract has got through 26 of them, they are also doing a cleaning schedule.
Emergency provision from WCC letter - Emergency request for the winter, it was agreed to order 20 bags of salt. Clerk to action.

GENERAL PARISH MATTERS
Cllr Brown asked about .gov.uk emails progress. Clerk to look around to get best deal.
Cllr P Perry reported the dangerous act of soldiers walking down the hill into the village on the main road if full camouflage. Clerk to speak to the Army representative.
