WELCOME BY CHAIRMAN OF THE COUNCIL
Cllr Burke welcomed everyone to the meeting and thanked the Speed watch team for their continued efforts and for having a meeting with Chairman said a special shout out should go to all those involved in raising so much money for good causes recently. This includes Cheerful Cuppa donating £300 to Wiltshire and Bath Air Ambulance, and £400 to Royal British Legion for their poppy appeal. The sponsored head shave by the Chairman of the Netheravon Working Mans club raising an amazing £1560 for The Stars Appeal, and the coffee mornings held by the Coffee Club at the Working Mans Club raising £680 for the Breast Cancer charity.
This has all been in just a few weeks and has been a remarkable effort, with a curry lunch and auction also to be held in the club on Remembrance Sunday in aid of Royal British Legion.
REPORT BY WILTSHIRE COUNCILLOR
Ian Blair-Pilling Wiltshire Councillor for Avon Valley reported on:
- The progress being achieved in Enford to improve their flood prevention.
- Invitation to Avon Valley parish council representatives to a meeting at Enford Village Hall on 20 Nov at 6pm to discuss issues and initiatives that parishes may wish to collaborate on between themselves and with Stonehenge Area Board.
- reminder of next Stonehenge Area Board meeting at Antrobus House on 27 Nov at 6.30pm
- Netheravon Parish Council's response to the Wiltshire Council report on the A345 Speed Reduction Trial.
- The submission of comments (deadline 25 Nov) regarding the appeal process, for the refused permitted development application made for the land adjacent to at High View Farm (aka Mink Farm)
POLICE REPORT
Not received before the meeting – post meeting note received and sent out
PUBLIC QUESTION TIME
Two members of the public raised concerns regarding people walking out of Netheravon, on the A345 up the Hill to West/East Court, the camp, and Harefield Crescent, with no footpath in place. Discussion centered on who’s responsibility it was. It is something out of Parish Councils hands. Wiltshire Councillor Blair-Pillings details have been given out for the members of public to contact and take forward.

It was RESOLVED that the minutes of the Council Meeting held on Thursday 9th October be accepted as a true record, proposed and seconded.

FINANCE
a. Bank Reconciliation
The bank reconciliation was passed out to councillors before the meeting, all agreed
b. Budget
Was discussed and a way forward agreed. Clerk to amend and send to all. Post meeting note : WALC agreed that we should ringfence our maintenance and improvement of amenities money so as not to affect the precept.
COMMITTEE REPORTS
1 . Planning
Since the last Parish Council meeting there have been 2 new items for the planning committee to consider.
PL 2025 05825 – Highview Farm Buildings – Appeal Reference 6001123 - Wiltshire Council (the Planning Authority) refused permission on 1/9/25. This was appealed by the applicant on 21/10/25. NPC discussed its response at the meeting on 6/11/25 to be submitted to the Planning Inspectorate by 25/11/2025
PL/2025/08314 – Land Near the Stables – Tree works in Conservation area. As work required was for safety and on the “field” side of the driveway to The Stables and not impacting the A345 NPC planning committee approved this application.
2 . Flooding and Adverse Weather
It has been noticed that they have been working on the drains at the bottom of the High Street, this is surveying ready for the road to be re-surfaced next year. Flooding at Staggs lane, Vice Chair will speak to the homeowner, as Parish Steward not happy to remove the sandbags, as not council property.
3 . Highways and Parish Steward
Cllr Covil had arranged for the Parish Steward to sweep around the War Memorial before the Remembrance service.
4 . Cemetery/Enhancement/Netheravon in Bloom
Cllr Brown has been in contact with the Commonwealth Graves commission regarding improving the graves. There was money available, but this wasn’t taken forward and now it would be too costly.
5 . Recreation
The ROSPA reports are now back. Chair and Clerk to have a meeting to outline the areas that need to be actioned soonest and send to the council. Old School Close – Clerk read out the responses received from the residents of the immediate area, which are mixed between a quiet area and restoring the toddler’s area. It was agreed to have a separate public meeting to discuss the options available. This will probably be 15th January in the Phoenix Hall at 6 pm if its available. In the meantime, Clerk and Chair to have a walk round and photograph the amenities we have, as it is thought that not all residents are aware of what we have. i.e. Toddlers play area in Court Farm Close. It was also suggested that putting some swings into Millenium Park would be beneficial.
6 . Allotments
Nothing to report.
7 . Community Allotment and Community Larder
It was agreed to donate some money from the Parish Council to help keep the larder stocked. Clerk to oversee with the volunteers.
8 . Rights of Way
Nothing to report, apart from adding some money to the budget for upkeep of the new footpath that is now in our boundary.
REPORT FROM REPRESENTATIVES OF OTHER GROUPS
a . Phoenix Hall
No report this month due to holiday.
b. Jubilee Committee
Nothing to report, except for a request for a village bonfire party has been advised to get hold of the Jubilee committee
c. Stonehenge Area Board
Next meeting at Shrewton 27th November at 630pm. Cllr Blair Pilling mentioned a meeting on the 20th November at Enford Hall to get all the Council Chairs together.
d. All Saints School Liaison
Cllr Bridewell had a meeting with the school and announced that he is now Chair of Governors of All Saints School. He will be taking the children to lay poppies at the Churchyard and cemetery on Friday 7th November.
e. Netheravon Speed Watch Group
Cllr Coslett to send an amended letter to Clerk for Chairman to send to Wiltshire Highways regarding the Netheravon Speed report.
f. Newsletter
All the old newsletters have been collected and stored at RGV. We have asked if we can have a shelf in the library to store them on. Two residents have offered to come forward and scan them for us.

REPORT BY CLERK
Clerk asked about donation to Royal British Legion for the Wreath and a donation was agreed.
Christmas Tree – Christmas Tree, ask Landmarc if they would consider donating a tree, if not ask our usual tree supplier for a quote, decorating team needed and it was agreed 0900 6th December. Clerk to ask resident to complete the false presents again and to get some new lights this year and retrieve baubles from former Chairman.
Policies have been updated and sent to the councillors to agree. Cllr O Grady said he is able to help. Clerk to meet with him.
