Cllr Blair-Pilling spoke at the APM before the Council meeting
POLICE REPORT
Annual police report was read out at the APM
PUBLIC QUESTION TIME
The new vicar spoke about his desire to get the village involved in the church fete and make it more of a village fete. Discussion around it and email of the Jubilee committee chairman given.

MINUTES
It was RESOLVED that the minutes of the Council Meeting held on Thursday 12th March 2026 be accepted as a true record, proposed and seconded.

FINANCE
a. Bank Reconciliation
The bank reconciliation was passed out to councillors before the meeting, all agreed
b. The end of year accounts were sent out before the meeting and agreed
c. The Budget for 2026-2027 was discussed and agreed to separate the money received from Wiltshire Council so as not to skew the figures, as this money is to be used for the ongoing maintenance and refurb of Old School Close Park and other village amenities.
d. Clerk raised the fact that the Minimum wage went up on the 1st April, Council all agreed it needed to be paid.

COMMITTEE REPORTS
1 . Planning
Nothing to report
2 . Flooding and Adverse Weather
All ok
3 . Highways and Parish Steward
Potholes at Kings Hill have been repaired, at the APM a member of the public reported Mill Road, where MOD had removed trees some time ago and left temporary fencing and cones in the gap. Clerk has reported to Landmarc and MOD.
4 . Cemetery/Enhancement/Netheravon in Bloom
Clerk still needs to speak to Resident about doing tub and raised the fact that the Cemetery notice board is wobbly and all green. Will speak to the Handyman to see about a repair and clean.
5 . Recreation
Waiting for a confirmed date for the Nest swing instalment. (post meeting note 24th April) Old School Close Park – clerk read out all 3 quotes and council agreed on Love Landscaping to do the work but asked the Clerk to get some previous examples of their work before the go ahead. Handyman has been asked to oversee the landscaping work when it begins.
6 . Allotments
Just waiting for the last payments for the year. (Post meeting note, all received)
7 . Community Allotment and Community Larder
Clerk to ask the volunteers to let her know when the fruit trees need strimming etc. then ask the Handyman to do it
8 . Rights of Way
Nothing to report.
9 . REPORT FROM REPRESENTATIVES OF OTHER GROUPS
a . Phoenix Hall
Finances show a current bank balance of £1679.98 The bookings total for 2025/2026 was £17512.12 The total for last year was £14085 this means we exceeded last year’s booking by £3426.00. This is an increase from last year of 24%. Starting the new year with prebooking’s for the first 9 months of £11100.50 many of which are new hirers from the village which is very pleasing.
We are hoping to break even as the cost of electric seems to have taken away any profit which would have been used for further maintenance and upgrades to the hall.
Maintenance and Improvements
We are currently looking into have a new heating system costed and looking into any grants available.
Looking ahead
The hall now has bookings for most days and as always’ we are grateful for the support of our regular hirers. We continue to advertise in our village’s local newsletter.
b. Jubilee Committee
Meeting planned to discuss the village fete within the next few weeks
c. Stonehenge Area Board
Not confirmed when the next meeting will be yet.
d. All Saints School Liaison
Successful morning of the choir singing at Cheerful cuppa and £300 raised for the school PTA. Cllr Bridewell reported that the school are keen to have close connections with the community, the choir hopes to return at Christmas.
e. Netheravon Speed Watch Group
All going well, the lead of the speed watch reported at the Annual Parish Meeting that they have a couple of new volunteers which all helps.
f. Newsletter
Concern voiced about finances, it is hoped that when the advertising is in, plus donations from other sources it will be fine. Treasurer to write to Fittleton & Haxton regarding a donation. The old newsletters are still in RGV office and waiting to be scanned and digitised. If anyone knows of anyone that has some spare time please contact the Chairman at RGV.

REPORT BY CLERK
Busy time with end of year reports, plus getting quotes for refurbishment of Old School Close Park and sorting out Millenium Park play equipment. It is hoped by the next meeting that the nest swing will be in place.

CORRESPONDENCE RECEIVED
Email from the Dog and Gun about parking issues and could the council make any suggestions. Manager is determined to sort out parking issues. They have also written to the church and the school to see if they can help. Apart from contacting British telecom and try to come to an agreement about using the Telephone Exchange space, or Wexland Avenue the council couldn’t really help further.
Service Devolution and asset transfer – Email from Wiltshire Council regarding giving parish’s assets to them to manage to make it cheaper for the council – similar to what happened with Old School Close Park. Not a worry for us at the moment
FOI received regarding last year’s audit – discussed and reply will be sent out accordingly.

GENERAL PARISH MATTERS
Cllr S Perry raised that a panel on the climbing frame in Court Farm Close Park needs to be rubbed off and sanded, he needs to liaise with Handyman over it.
Question was raised about Fittleton & Haxton’s contribution to the Village Hall as fellow Landlord. Clerk to write to Fittleton & Haxton Clerk.

The next meeting of the Netheravon Parish Council will be the AGM on the 14th May 2026
