WELCOME BY CHAIRMAN OF THE COUNCIL

Cllr Burke thanked Cllr Coslett for hanging the baskets down the High St, and the speed watch team for their continued hard work. He also thanked the allotment volunteers for all their efforts, saying the allotment looks amazing, also thanks to Cllr Padgett for giving them a hand. He also thanked the Litter warden for taking on the other half of the role.

Not present or report received

POLICE REPORT

Sent out before the meeting, community PC was unable to come to the meeting, report includes young people caught on CCTV trying to break into the school. Resident had their oil stolen from their tank in the High Street. People are asked to be vigilant.

PUBLIC QUESTION TIME

One member of the public present, asking about allotment availability. Discussion was held and resident will go and meet the team at the Community allotment. Cllr Padgett and Cllr O Grady also visiting on Sunday.

MINUTES

It was RESOLVED that the minutes of the Annual General Meeting held on 15th May 2025 be accepted as a true record.

FINANCE 

a.    Bank Reconciliation

The bank reconciliation was passed out to councillors before the meeting, all ok, just one invoice to be paid.

b.  Cemetery Fees

The cemetery fees are the same price that they were 5 years ago, and have not been increased in that time. It was agreed to double them and round them off to bring them closer to what other villages charge. Proposed by Cllr Coslett, Seconded by Cllr Bridewell, agreed by all unanimously.

c.   Renumeration

Councillors all agreed not to take any renumeration as felt that they didn’t want paying but agreed that they would claim expenses if any meetings incur costs.

COMMITTEE REPORTS

 

1 .   Planning

Cllr Coslett is currently looking at the Planning Regulations we work with to update them.

2 .   Flooding and Adverse Weather

Nothing to report

3 .  Highways and Parish Steward

Ask Cllr Covil to send Cllr Mackay the tasks that the Parish Steward can do.

4 . Cemetery/Enhancement/Netheravon in Bloom

The cemetery has been cut and is looking lovely, the church is set to be cut by the end of the week. The hanging baskets and tubs are looking lovely, thank you once again for all the volunteers for planting and watering.

5 .  Recreation

An email from the Wiltshire Council’s solicitor has been received, we have to sign the paperwork and send it back so that Old School close Park will be transferred to the Parish council. We will arrange a special meeting with the residents when it has all gone through.

6 .   Allotments

We have got the Wexland Avenue allotment (s) available as the resident has had to give it up. Clerk to advertise it in the Newsletter, the other spare ones at the Dog and Gun site have been taken.

7 . Community Allotment and Community Larder

The larder appears to be being emptied by people not resident to the village. Clerk to speak to the larder coordinator regards putting a sign on it stating that it is for Residents of Netheravon.

8 .    Rights of Way

Gate has broken between Downside and A 345. Clerk reported to Aster as urgent Health and Safety issue due to the closeness of the main road.

REPORT FROM REPRESENTATIVES OF OTHER GROUPS

 

a .  Phoenix Hall

CHAIR PERSON REPORT FOR PHOENIX HALL JUNE 2025

The total for last year was £14085 this means with 9 months to go we are already up on bookings by £1017.38 for the full year.

Expenditure will increase as we head towards the hall floor upgrade, and some work that’s needs to be carried out following the fire assessment.

Maintenance and Improvements

Following the fire assessment, we have to replace the doors from the main kitchen and the door into the committee room with fire doors.

We are also looking to get the lights in the toilets moved to sensor one to save electric.
Over recent periods I have noticed that the toilets are showing signs of age we may need to think about renewing them in the near future.

Looking ahead

Pam has been busy showing people around.
The hall now has bookings for most days and is always is grateful support of our regular hirers.

b.    Jubilee Committee

Cheerful Cuppa donated £100 to the Royal British Legion after the VE Day tea.

c.  Stonehenge Area Board

Next meeting is in Durrington on the 19th June Cllr Mackay to attend

d.  All Saints School Liaison

Cllr Bridewell attended the first Govenors meeting. The new head is very keen to become the beating heart of the community with lots of community ideas. Harvest supper, Remembrance service, Carol Service etc. council welcomed this and look forward to working together going forward.

e.    Netheravon Speed Watch Group

Still awaiting the official report, at meeting in Devizes at the beginning of the month it was said to ask the Wiltshire Councillor where we are. Councillor I Blair-Pilling not at meeting, Clerk will send an email.

f.    Newsletter

It was reported that the newsletter is getting low on funds, it was agreed that council would discuss donation at next meeting

REPORT BY CLERK

Clerk contract is in need of updating – It was agreed to send it to all to look at the new contract and agree version at the next meeting.

We now have one litter picker, all going well.
External audit has been sent off and awaiting response from PKJ Littlejohn.

New rubbish bin has been placed in the BMX track, it has already been “paint balled” but Hurdcott managed to clean it off.

Policies have been updated and sent to the councillors to agree. Cllr O Grady said he is able to help. Clerk to meet with him.

Mirror needed on exit to West/East Camp. Either farmer from Manor Farm or MOD can help.

Proposed changes to Council meetings

Chair proposed to change the meetings to the first Thursday in the month where possible to aid the Clerk to have more notice to write to the Newsletter article.
