WELCOME BY CHAIRMAN OF THE COUNCIL

Cllr Burke welcomed everyone to the meeting, especially our new Vicar and the member of the public. Thanks go to the Village Handyman for the work he has done in the village this month, including the village clock, the defib and the village hall car park.

POLICE REPORT

Received before the meeting and sent out – apart from a report of illegal Hare coursing, nothing else reported

PUBLIC QUESTION TIME

The new vicar spoke about his desire to get the village involved in the church fete and make it more of a village fete. Discussion around it and email of the Jubilee committee chairman given.

It was RESOLVED that the minutes of the Council Meeting held on Thursday 8th January be accepted as a true record, proposed and seconded.

FINANCE 

a.    Bank Reconciliation

The bank reconciliation was passed out to councillors before the meeting, all agreed

b. Community First Responder donation

It was proposed by Cllr Coslet and voted on to match the grant given by Enford of £500 towards our village Community First Responder group. All agreed on vote, carried.

COMMITTEE REPORTS

 

1 .   Planning

Since the last Parish Council meeting there has been one new item for the planning committee to consider. PL/2025/06403 – Land adjacent to 118 High Street – Withdrawal of retrospective application for solar panels and different roof tiles.

2 .   Flooding and Adverse Weather

Potholes have been the main issue with the amount of wet weather recently. Clerk reported back from the Local Highways and Footpath Group (LHFIG) that all Contractors and Parish Stewards have been transferred to be working on potholes and there are different priorities set.

3 .  Highways and Parish Steward

Working on potholes, clerk to report on my wilts the Old Post office lane ones, that were hoped to be done by parish steward in January. (post meeting note, done)

4 . Cemetery/Enhancement/Netheravon in Bloom

All ok.

5 .  Recreation

Quote received and read out from Sovereign regarding the broken play equipment in the Millenium Park and all agreed to go ahead apart from the disposal fee, which we will do, saving £700. After the public meeting about Old School Close Park a sub committee was formed with 2 councillors and 2 members of the public. They met the following Sunday and a list of things needing to be done was read out at the meeting. It was agreed that the next step would be to ask a contractor to give us a quote to remove the bark chippings and ask advice about future surface. Also agreed was for the equipment currently there to be removed and refurbished, slats taken from the bench and refurbished, and the fence next to the gate looked at. These are things the village handyman can start when the weather improves.

6 .   Allotments

We still have the spare allotment at the Dog and Gun which was advertised in the newsletter, clerk will advertise it again.

7 . Community Allotment and Community Larder

Well stocked larder and last of the winter veg from the community allotment went in there. Community allotment all ok for seeds etc.

8 .    Rights of Way

Nothing to report.

9 .    REPORT FROM REPRESENTATIVES OF OTHER GROUPS

 

a .  Phoenix Hall

The total for last year was £14085 this means we are already up on bookings by £3000 for the full year. March 2025 was our most successful hire period the total being £1970.00 However currently the booking for March 2026 is only £1522.00

Maintenance and Improvements

We are in the process of having locks put onto the 3 main heaters in the hall to stop people raising the temperature and leaving them on

Looking ahead

The hall now has bookings for most days and is always we are grateful for the support of our regular hirers.

We continue to advertise in our village’s local newsletter.

b.    Jubilee Committee

Nothing new to report.

c.  Stonehenge Area Board

Next meeting at Antrobus House is 19th February at 630. Chair and Clerk went to a recent Security Liaison Group meeting – Police led group that is trying to concentrate on priority areas like rural crime, burglaries and anti-social behaviour.

d.  All Saints School Liaison

Cllr Bridewell away so nothing to report.

e.    Netheravon Speed Watch Group

Still need more volunteers, the team have been out recently and did clock someone driving over 52mph. Enford will be starting their speed watch again soon, as have a new leader. We will look at moving the Speed impact device (SiD) further North towards Mill Road and this will be with LHFIG

f.    Newsletter

Newsletter is going well with donations coming in monthly which is appreciated. Cheerful Cuppa had a fundraiser recently and will be donating money too. Old newsletters still at RGV awaiting scanning.

REPORT BY CLERK

Attended LHFIG –Harefield Crescent Bus stop improvement still with MOD – told meeting that Megan Lait from DIO has now gone on maternity leave, gave them the new contact, Aislyn Graff.

Good evening of inter council skittles, Durrington remained holders of the cup, Netheravon got the wooden spoon, more practice needed!

Concrete posts removed from the village hall can be sold for 4ft or 5 ft fence panels. Clerk to advertise in newsletter and on Facebook.
