ELECTION OF CHAIRMAN
It was RESOLVED that Cllr Tighe be elected as Chairman for the coming year. Cllr Tighe accepted the position and signed the Declaration of Acceptance of Office.

ELECTION OF VICE CHAIRMAN
It was RESOLVED that Cllr Barker T be elected as Vice-Chairman for the coming year. Cllr Barker T accepted the position and signed the Declaration of Acceptance of Office.

WILTSHIRE COUNCIL
The Chairman congratulated Councillor Blair-Pilling on his election to office. Cllr Blair-Pilling gave a short introduction to Wiltshire Council’s priorities for the year and emphasised he was there to represents the Parishes and their interests.

MILITARY MATTERS
WO1 Morris gave an overview of current military activity on SPTA. He reported that a recent joint operation with Wiltshire Police on SPTA had been successful with the seizure of a quad bike. These operations would continue, to deter criminal activity and detect crime.
Cllr Mitchell reported that garden waste had been dumped in the plantation by B Crossing. WO1 Morris said he would investigate this.

The Clerk reported that the annual insurance renewal was due to AON at a small increase at £787.29. It was RESOLVED this would be paid and Cllr Burke requested a copy of the Insurance details.

NEW COUNCILLORS
The Chairman stated that the Parish Council had one spare seat and Mr Andrew Linscer had expressed an interest in it. It was RESOLVED that Mr A Linscer was co-opted onto the Parish Council. Cllr Linscer accepted the position and signed the Declaration of Acceptance of Office.

LIBRARY & WAR MEMORIAL STATEMENT
The Chairman reminded the Council that the Library or Reading Room belongs to the village with the Vicar and two Churchwardens being the Trustees. The Clerk to inform the Vicar and PCC.
The Chairman reminded the Council that the War memorial belongs to the Parish Council. The land is leased from the MOD on a 999-year lease.

COMMITTEE REPORTS
- AWF and Stewardship
There was a discussion about vehicles parking on the verges in Hales Road. It was RESOLVED to purchase a large planter to deter this. The Clerk will circulate suitable options for consideration.
- Enhancement and Cemetery
The Chairman reported he had spoken with Simon Hurdcott, the grass cutting contractor about some complaints received over cut grass not being picked up after the first cut. This was intended as it was a conditioning cut and was reported in the last Parish Council meetings minutes and Parish newsletter. However, the concerns of Parishioner’s was recognised. The Clerk was tasked to speak with the contractor and establish the cost of picking up after the first cut and adding 2 additional cuts for the cemetery only, as this would alleviate the problem. Cllr Barker L asked that she was informed when the grass had been cut so she could check that the Cemetery was in a presentable state. It was also suggested that the main path would benefit from a weed kill spray.

PHOENIX HALL
Cllr Barker T reported that Wiltshire Council Building Control had inspected the Phoenix Hall new Kitchen work to date and had raised a number of questions that were now being considered by the Phoenix Hall Committee before responding.
Cllr Barker T also requested that the Parish Council considers budgeting in a working figure into future precepts for the Phoenix Hall; in addition to the £1200 already accounted for, for the Phoenix Hall Clerks wages.

DONATIONS
Party in the Park - Cllr Mitchell reported that this year’s Party in the park was planned for Saturday 17th June 2017, 5pm until 9:30pm. This had generated a number of costs (St John Ambulance cover, band costs etc) and the Parish Council RESOLVED to cover them up to £500. The Clerk was asked to inform AON about the event to ensure it was covered by the Parish insurance policy.

Governance report Internal Audit – The Clerk reported that the governance report internal audit had been completed but Mrs Morgan had not asked for payment. Instead, the Clerk suggested the Parish Council agree to make a donation of £64 to her charity which supports a Children’s home in Romania. This was RESOLVED.

GENERAL PARISH MATTERS
- A345 Traffic Calming
Cllr Mackay reported that a meeting had taken place between himself, Cllr Tighe, Cllr Blair-Pilling and Gareth Rogers from Highways in Wiltshire Council. The meeting was productive and the recommended self help action was for the Parish Council to agree to a Village ‘gate post’ style sign at the start of the main village concourse on the A345. This would also include hidden entrance signage for The Old Stables and Harefield Crescent. This would be in addition to the current boundary marker signs already in place. The estimated cost for this would be between £4000 and £6000. The Council debated this and it was RESOLVED that Cllr Mackay would represent the Council at the next Tidworth Area Board CATG meeting to take this forward. The Parish Council RESOLVED to pay £2000 towards the cost of the signs.

- Sue Sutcliffe Memorial
The Chairman gave an overview of the intention for a plaque to remember Mrs Sutcliffe and reported that McColl’s were very supportive and had offered to fund it. The Chairman stated he would take this forward.
- Parish Cemetery, MOD Fencing
The Chairman reported that he was in discussion with the DIO regarding the extension to the Cemetery and was making progress. Further details to follow.
- Old School Close Play Park
Cllr Mitchell raised the question of the play park in Old School Close. It currently caters for children under 5 and the question was raised if the equipment could be updated to cater for a wider range of older children. The Clerk stated he would look into this.
- Road Access onto A345 by flats
Cllr Burke raised the point that access from Netheravon onto the A345 via the flats had reduced visibility when rubbish/recycling bins were put out and that the hedges there also needed cutting back. The Clerk stated he would write to the residents to request that bins were placed off the pavement on non-collection days.

Annual Parish meeting – not a Council meeting will be held before the next Parish Council meeting on 15th June 2017 at 6pm in the Phoenix Hall – Invited local business/guests to speak.
