WELCOME BY CHAIRMAN

Cllr P Perry welcomed everyone to the meeting, due to not having a quorum, it was agreed to hold the meeting, but any decisions would be held back until the next meeting.

Potential new Councillor – the person introduced themselves, having lived in the village for over 20 years, when asked why they want to come on the council said they would like to give back to the village. Cllr P Perry apologised but said we would be unable to vote this evening it would be carried over until next month.

REPORT BY WILTSHIRE COUNCILLOR

Cllr Blair-Pilling arrived after attending the Stonehenge Area Board. He informed the meeting he was no longer Chair of the Area Board, giving him more time to devote to his parish councils.

He spoke about a new policy for assessing 20 mph speed limits which will now bypass the LHFIG (local Highways Footpaths and Infrastructure Group) with a separate process, and in which parish councils will have to fund 100% of the implementation instead of the current 25%. He was opposed to it as it separated out one particular type of solution from the range of measures that the LHFIG would normally consider when addressing safety issues. Regarding the remaining LHFIG funding, a paper is going to the cabinet meeting in July so won’t know results until it has been seen.

It was RESOLVED that the minutes of the Council APM Meeting on the 14th May be accepted as a true record, proposed and seconded.

a.    Bank Reconciliation

The bank reconciliation was given out, but there was approx. £1000 difference, as invoices have not been paid for this month yet.

b. External Audit – sent off

Councillors were unable to make a decision on this but did ask the clerk to ask the website provider for data on its use, decision at next meeting.

COMMITTEE REPORTS

 

1 .   Planning

Tree Preservation order – given MOP the chance to meet with council re tree as planning comm. not available. Asset of Community Value sent off too. Letter written to auctioneer, but auction was withdrawn. A member of the public has put information on social media and asked the public to make comments to Wiltshire Council regarding the area around Orchard Farm.

2 .   Flooding and Adverse Weather

All ok

3 .  Highways and Parish Steward

Nothing from the Parish Steward High Street completed – needed another day due to damage to water main.

4 . Cemetery/Enhancement/Netheravon in Bloom

All ok, Clerk has sorted out an issue with one of the graves being double depth.

5 .  Recreation

Millenium – Trim Trail all repaired, Handyman has repaired the slide, grass has been cut. Old School Close Park –Love Landscaping have completed the landscaping, fence and removal of all the growth and weeds this week. Handyman has erected the new notice stating the park now comes under Netheravon Parish council. One of the residents asked about watering, it was agreed that the council would pay for the water for the next few weeks until the turf is set. Handyman has offered to keep the grass cut. Benches completed but fixings missing, not sure how, Handyman ordered metal and box steel and will make new ones, we also needed some fixings for the new bench he has made, so there will be 3 in there.

6 .   Allotments

7 . Community Allotment and Community Larder

We have had a very successful meeting with Safe Haven Mental Health Project, who have been looking for an allotment to look after. It has come at a really good time as our amazing volunteers would like to step back from being there all the time. Meeting planned on the 20th June at the allotment to meet everyone.

8 .    Rights of Way

Nothing to report.

9 .    REPORT FROM REPRESENTATIVES OF OTHER GROUPS

 

a .  Phoenix Hall

Finances show a current bank balance of £1983.13
Total bookings for this year are £13951 after only Two months

We are up on last year by £114.00

Maintenance and Improvements

The main door is being repaired next week.
The front fencing has now be repainted.

Looking ahead

The hall now has bookings for most days and as always’ we are grateful for the support of our regular hirers.

b.    Jubilee Committee

Church going ahead with music in the park. Clerk spent time at the vicarage discussing what and how things have been done in the past.

c.  Stonehenge Area Board

Security Meeting on the 8th June was cancelled

d.  All Saints School Liaison

Nothing to report, as Cllr Bridewell is away.

e.    Netheravon Speed Watch Group

All going well, next months rota is now out.

f.    Newsletter

The newsletter account has enough for 2 more issues currently, a donation has been received from Fittleton & Haxton Parish Council. We have lost a few advertisers this month. Discussion around what we can do to change the format, encourage more advertisers? (Meeting?)

Been busy with the recreational spaces this month, sending off the external audit, and publishing the public rights.

CORRESPONDENCE RECEIVED

Email about Booking clerks donation from Fittleton & Haxton Parish Council. Train of thought was that it was between the Phoenix Hall Committee and the Fittleton & Haxton Parish Council.
