WELCOME BY CHAIRMAN OF THE COUNCIL
Cllr Burke welcomed everyone to the meeting and hoped they had a good Christmas holiday. Thanking Cllr Mackay for once again doing the reading at the Church carol concert. He thanked the Team for putting up the Christmas tree in the rain and for taking it down again. Thanks to Pam Panther for making the lovely presents and to the Village Handyman for his help with building bases to stop them blowing away. Thanks go to the Village Handyman for all the other jobs he has been doing over the last couple of months. He is an asset to the village and big thanks sent. Thank you also to resident of Queensway for spreading grit in bad weather recently – chair will check the bins are full

It was RESOLVED that the minutes of the Council Meeting held on Thursday 6th November be accepted as a true record, proposed and seconded.

FINANCE
a. Bank Reconciliation
The bank reconciliation was passed out to councillors before the meeting, all agreed.
b. Precept
Sent out prior to the meeting form signed ready for Clerk to send off.
COMMITTEE REPORTS
1 . Planning
Since the last Parish Council meeting there has been one new item for the planning committee to consider.
PL/2025/08993 – 116 High Street – Tree Works in a conservation area. NPC supported with no objections.
Annual summary for 2025 shows that there were 12 applications before NPC in the year (12 in 2024). All were dealt with by NPC in accordance with its guidelines.
The most public interest being in the application and appeal concerning development of land at Highview Farm Buildings. (WC refused the application but the landowner appealed). Deadline for comments was 25/11/2025, no decision published at time of writing.
2 . Flooding and Adverse Weather
It has been noticed that since they worked on the drains at the bottom of the High Street it is not flooding, so hopefully that will continue. Flooding at Staggs Lane, Vice Chair still to speak to the homeowner, to request removal of the sandbags.
3 . Highways and Parish Steward
Cllr Covil and Cllr Mackay are aware of potholes in Old Post Office Lane and hopefully these will be getting done in January’s round.
4 . Cemetery/Enhancement/Netheravon in Bloom
All ok.
5 . Recreation
Work is being carried out from the ROSPA reports by the Handyman, also Clerk and Chair had a meeting with Sovereign Play and are waiting for a quote for the broken piece of log trail equipment.
6 . Old School Close
Clerk read out the belated response from a resident, and it was discussed about the public meeting on the 15th.January in the Phoenix Hall at 6 pm. Will put notes through the residents’ doors to remind them.
7 . Allotments
Letter read out from a resident who wants to give up his allotment. This is on the site opposite the Dog and Gun and is the plot nearest the water tap. Clerk to advertise in the newsletter.
8 . Community Allotment and Community Larder
Community allotment asked if they need anything to come to the council. Larder well stocked and going well.
9 . Rights of Way

10. REPORT FROM REPRESENTATIVES OF OTHER GROUPS
a . Phoenix Hall
Finances show a current bank balance of £2731.43. The bookings total for 2025/2026 is currently £16498.62
The total for last year was £14085 this means we are already up on bookings by £2413.38 for the full year.
March 2025 was our most successful hire period the total being £1970.00
However currently the booking for March 2026 is only £1216. Our expenditure has increased over the last few months due to a large electricity bill.
Maintenance and Improvements
The management committee are very grateful to the Village Handyman who has replaced one tap in the Gents toilet and repaired all the broken chairs in the main hall and committee room. He has also moved the letter box outside to be used for the village newsletter, parish council and Phoenix Hall mail.
Looking ahead
The hall now has bookings for most days and is always we are grateful for the support of our regular hirers.
We continue to advertise in our village’s local newsletter
b. Jubilee Committee
Nothing new to report, curry lunch in the working man’s club for Remembrance Day was a huge success.
c. Stonehenge Area Board
Next meeting at Antrobus House is 19th February at 630. There is also a Stonehenge Security Meeting – new date 29th January 530 online.
d. All Saints School Liaison
Cllr Bridewell said that the poppy laying ceremony with the children went very well, with the representative from the church giving the children a very interesting talk. He reported that the school hedge had been cut back, as it is at the same time every year as part of their maintenance tasks. We have a new vicar that has moved into the vicarage with his family.
e. Netheravon Speed Watch Group
There have been 4 outings from the team so far this year with the call for more volunteers needed. There was also discussion on moving the camera further up the road towards the 40 sign. Clerk to put something in the newsletter.
f. Newsletter
Resident to talk to RGV regarding scanning and digitising the old Newsletters. The current Newsletter is ok financially for the next 3 months and is grateful for all donations.

REPORT BY CLERK
Clerk trying to see what we need for Assertion 10 to make us compliant for the next Audit. We need to have .gov email address, already have an IT policy in place.
Clerk reminded everyone of the local council skittles evening in the working Mans club on the 21st January, bring nibbles and starts at 7pm. Ask each council to nominate someone to help pick up.

CORRESPONDENCE RECEIVED
FOI, highways improvement form regarding adding a bus stop on A345 outside the old camp, Old School close, plan for coal yard refused by Mod to WCC. Allotment letter, WALC Env Group plus Stonehenge Safety mtg. Letter from our local Community Responder Group. – Clerk to look at donations this year and council to agree a donation at the next meeting.

7. GENERAL PARISH MATTERS
Problems with the defibulator being not rescue ready outside the village shop. The light is not working. RGV aware and is being investigated. Thanks go to the village shop team for taking it inside to keep it warm when they are open.
Removal of Christmas Tree – Cllr Coslett to cut up and leave at green bins in West court.
Complaints received about the Christmas Tree and war memorial being obscured. Clerk to have a chat with owners of vehicles.
