WELCOME BY CHAIRMAN

Cllr. Ayling thanked all Councillors who attended the funeral of Fred Collison.   He also thanked Cllr.Burke for taking the Annual Parish Meeting in his absence.

REPORT BY WILTSHIRE COUNCILLOR

Cllr. Blair-Pilling reported that the TRO is being prepared at the moment.   The timings may have slipped slightly, but it is still on target to start the speed limit trial in the summer.

MINUTES

It was RESOLVED that the minutes of the meeting held on 16th March 2023 be accepted as a true record.

FINANCE 

1 .    It was RESOLVED to approve the cheques for March 2023.

SSE-clock £36.11

2 .    Bank Reconciliation

The Balance at the Bank as at 14th March, 2023 is £11,319.43

3 .  The Clerk reported that she has cancelled the SSE contract for the Village Clock

The Clock is now connected to 116 High Street.   A meter has been put into the house and will be read regularly and electricity used will be paid to the resident.

4 .   The Clerk reported that the contract to cut the grass has gone up by 8%

COMMITTEE REPORTS

 

1 .   Planning

Cllr. Coslett reported that there is 1 new planning application

 

PL/2023/02907

WORK TO TREES IN A CONSERVATION AREA Eucalyptus tree – reduce crown by 30 – 40% to previous cut height.   Leylandii tree – remove one limb and reduce height by 2m – 3m. Hawthorne tree – fell. 5xprunus trees – reduce to 3m at 116 High Street

Parish Council Comments:  No objections

2 .   Flooding and Adverse Weather

The flooding at Stagg’s Lane was discussed.   The Clerk to report to Wiltshire Council.

3 .    Highways 

  1. It was reported that SPTA intend to put up notices closing the access paths on the west side of the A345 at Avon Camp West.   The Clerk to investigate and the Parish Council agreed to object if found to be true.   The Clerk to speak to Figheldean Clerk.
  2. The Clerk said that she has reported dangerous potholes to Wiltshire Council.   The pothole along Mill Road at the entrance to Thorne Road has been filled.
  3. After a lot of correspondence Wiltshire Council has taken responsibility for cutting the grass along Mill Road at the entrance to Whitmarsh Close.   The first cut has been done.

4 . LHFIG

Stagg’s Lane sign:  Wiltshire Council have got this down on their records as Manor Farm Road.   They asked if there is any historic records of the name.   This was sent to them and we await a decision.

5 .    Cemetery /Enhancement/Netheravon in Bloom

It was agreed that we purchase compost for the tubs again this year.   It was suggested that we replace the broken bench in the Millennium Park with a ‘Coronation Bench’.

6 .   Recreation  

It was reported that the sign for the BMX track is up.

7 .   Allotment

The Clerk reported that invoices for the allotment rents have been given to all allotment holders.

Community Allotment

The Chairman reported that there are about 12 volunteers who regularly attend the Sunday morning working parties.   He is designing a chalk board to hang in the greenhouse for lists of jobs to do.

8 .    Rights of Way

Nothing to report.

REPORT FROM REPRESENTATIVES OF OTHER GROUPS

 

a .    Phoenix Hall

Finances show a current bank balance of £14746.76  with an additional £6000 on deposit.

The bookings total for last year is Approx £11k

Maintenance and Improvements

A new cabinet has been made and fitted over the tv screen.

Looking ahead

We still need to improve the use of the hall by the villagers it is often not used on Fridays and  weekends.

Bookings seem to be slowing down at the moment.

b .  Jubilee Committee

It was reported that plans for the Coronation Music in the Park have come together and lucky programmes are being printed and posters put around the village.   Flags and bunting will be put along the High Street and in Fittleton cum Haxton 2 weeks before the Coronation.

On the morning of 7th May there will be a Songs of Praise in the Church followed by a peel of bells at 11.30 am.   The Music in the Park will start at 12.30pm

 

c .    Stonehenge Community Area Board 

The Chairman reported that at the Area Board Meeting on 30th March, Netheravon was successful in being awarded grants for generators for the Jubilee Committee and money for a SID for the Netheravon Speedwatch Group.

The next meeting will be on 8th June and Cllr. Burke agreed to attend.

REPORT by the Clerk

  • Vacancy for a Councillor   It was agreed that the Clerk should inform Wiltshire Council that the Council has a vacancy
  • It was agreed that the Chairman should arrange an appropriate send off for Cecil Phillimore who has retired from being Litter Warden after about 25 years.

  • Police Newsletter
  • Email from a resident suggesting the Parish
  • Council promote ‘ Heat the Street’  It was agreed that no action would be taken.
  • All emails were forwarded to Councillors for their information
